25 C.F.R part 83. Procedures for Establishing that an American Indian Group exists as an Indian tribe.
The Mandatory criteria are:
(a). The petitioner demonstrates that it has been identified as a American Indian entity on a substantially continuous basis since 1900.
(B). The petitioner demonstrates that a predominant portion of the petitioning group comprises a district community and has existed from a historical times until the present.
(C). The petitioner demonstrates that it has maintained political influence or authority over its members as an autonomous entity from historical times until the present.
(D). The petitioner provides a copy of the group’s present governing document including its membership criteria. In the absence of a written document, The petitioner must provide a statement describing in full its membership criteria and current governing procedures.
(E). The petitioner demonstrates that its membership consist of individuals who descend from historical Indian tribe or from historical Indian tribes which combined and functional as a single autonomous political entity.
(F). The petitioner demonstrates that the membership of the petitioning group is composed principally of persons who are not members of the any acknowledged North American Indian tribe.
(G) The petitioner demonstrates that neither the petitioner nor its members are the subject of congressional legislation that has expressly terminated or forbidden the Federal relationship.

It has come to my attention that Your rolls indicate Joseph Castille as an enrolled member of the Atakapa-Ishak in the 1800s. However, Mr Joseph (Jose Castillo) is originally from New Mexico under Perrea’s Regimen. He was my Grandfathers uncle. Also, related to the Chatah Apache there in Zwolle, LA. How beautiful our ancestors have brought me to you. I too, am new to the Position of Chief and am here in New Mexico just up from Texas. There are Many Castillo across the South due to the Indians Wars. We too had been searching for our true Identity as Native American taken down to San Luis Potosi, Mx in 1846 as indentures servants later brought back as Warriors fighting against each other in order to stake claim to land as veteran land lots by the UNION, CONF,Spanish, La/Cuban, French battalions. As we are nor fed rec in tx. I am putting together many bands,clans and tribes. I am asking all Texas Region tribes, bands, clans to send me a letterhead of the Tribal roll count. The reason being AICCNM(American Indian Chamber of Commerce of New Mexico may be able to help us establish Incorporated, Native Peer Recognized Organizations mixed race or not. The Native American Summit will be May 28, 2013.
